1.1. "Krok-97". The VI International Animation Film Festival is to be held
aboard the ship bound for a voyage: "Kiev-Dnepropetrovsk-Sevastopol-
Gourzuf (Artek, an international camp for children)-Yalta-Kherson-Kiev in
September 21 – October 02 1997.
1.2. The Festival is the only event among those in CIS (Community of
Independent States) that is sponsored and gets help by both Russia and
Ukraine on parity basis. "Krok" is a creative endeavour resulting from
cooperation promoted in the field of motion pictures jointly by Russia
and Ukraine with the co-founders thus being: The Russian Federation State
Committee on Cinematography , The Filmmakers 'Union of Russia, The
Confederation of the Filmmakers Unions, The Federal Foundation of Social
and Economic Support for the National Cinematography
- on the part of Russia; and Ministry of Culture and Arts of Ukraine,
Ukrainian Filmmakers' Union - on the part of
Ukraine.
1.3. The Festival is headed by the Co-Presidents - from Russia and
Ukraine, respectively.
1.4. The Festival Directorate and Organizing Committee are in charge of all
the activites associated with the festival preparations and procedure.

The Festival Aims had Purposes.
2.1. The Festival sets out to contribute to famialiarizing, exchange of
information and experience within the professional animation environment.
The festival is also aimed at promoting creative incentives for its participants
to seek new ideas, styles, techniques and technologies.

Provisons for Admittance
3.1.The Organizing Committee shall appoint the Selection Committee to be
composed of the professionals engaged in animation with the aim of selecting
the films for both the programmes, i.e. that of competition and that of
information.
The decisions of the Selection Committee shall be final and irreversible.
The Information Programme shall provide for the screening of the animated
films awarded at previous festivals and fora, chef-d"oeuvres in the field of
animation from the world over, retrospectives of prominent figures in
animation, retrospectives of different national achievements in the field.
3.2. The entry form to be submitted shall definitely indicate the category
within which (a single one) the given film shall be screened with the range
of categories as set forth:
1) Time of duration -up to 5 minutes;
2) Time of duration -5-10 minutes;
3) Time of duration - 10-30 minutes;
4) Time of duration - exceeding 30 minutes;
5) Film for children
6) Film-debut Note: Directors/producers presenting their films within the last category are
supposed to send a document issued by any competent authority or the
respective studio to certify that this or that film is in fact the first work.
7) Advertizing film ( which in its turn is to be subdivided into the different
categories, such as: education, music, videoclip, advertizing videoclip, TV-
trailer);
8) Student film.
3.3. Any animated film meeting the requirements as set below may be
admitted for the competition programme:
3.3.1. It might be made frame by frame or computer-made but should
represent the result of human activities.
3.3.2. The films to be sent are to meet the following requirements:
a) for the selection purposes: a VHS-copy, each cassette shall carry only one
film;
b) for the competition purposes - a film print of a 35 mm gauge (a 16 mm
gauge or a videocassette might be admitted in exceptinal cases). Works
produced with separate soundtrack are not subject to admission.
3.3.3. Films submitted for the competition programme are to be completed
within the time periodfollowing April 1997.
3.3.4. Films that have participated and been awarded at other international
festivals may be admitted for the competition: the authors are supposed to
have the entry forms accompanied with the list of the respective
nominations/prizes.
3.3.5. Russian and English shall be official languages of the Festival.

The festival prizes
4.1. The Organizing Committee shall form an International Jury consisting
of 5-7 persons representing different countries and professionally
engaged in animation as art.
The Jury might award the prizes as follow:
- GRAND PRIZE for the best film in the Competition Programme;
- PRIZES for the best film within each category.
- A few special prizes awarded by the Jury with one of them being "For the
best visualrepresentation".
A number of other prizes might be awarded as established by the public
and the Festival sponsors.
The International Jury shall work in accordance with the regulations
adopted at its first meeting. Note: The individuals directly or indirectly involved in producing, distributing,
etc. of any film in the competition Programme shall not be admitted
either as the Selection Committee or the Jury members.

Films. Dispatch and receipt
5.1. The deadline for all the enry forms and VHS copies to be received in
Kiev is fixed as May 15, 1999 and they are to be addressed as follows:
"Krok"Animation Film Festival, Union of Filmmakers of Ukraine, 6,
Saksaganskogo Str.252033 Kiev, Ukraine.
Please, be informed that EMS express-mail services shall be viewed as
inacceptable in the case, since they cause additional costs on the part of the
Organizing Committee. The Organizing Committee hope that the copies of the
films as well as the pertaining documents could be sent, whenever possi
ble, through the diplomatic channels or with an official representative of the
country concerned, or, else, through Ukrainian diplomatic channels, while
those are most reliable. Should the film be sent by mail or air freight it should
be marked as "For culture purposes only, without commercial value.
Value for customs less than US $100." The entry forms are accepted with no
charge whatsoever.
5.2. Each film is to be sent on the standard reel and packed properly. Each
box and each initial leader shall bear the name of the film as well as the
participant's name and address.
5.3. The Festival organizers shall assume the responsibility for the film
prints safety from the moment of their receit till the moment of their handing
over to the owner or the dispatch agency with the aim of sending them back.
Should any loss or damage to the print occur, the organizers undertake
to reimburse for such losses or damages to the value of making a new
print/tape. The cost of dispatching the film copies to Kiev as well as their
insurance costs are borne by the sender. The Festival Directorate will return
them within a month after the Festival.
5.4. The Organizing Committee shall also undertake to inform the
producers/directors of the films submitted for selection of its decision in
respect to admittance.

Arrival, departure, accomodations
6.1. The Organizing Committee will meet living costs (accomodation, food),
when in Ukraine, of all the invited film authors within the programme as
well as the Festival's guests.
6.2. The deadline of arrival to Kiev is subject to further notification.
7
General terms
The present regulations are executed in Russian, Ukrainian and English.
Should any differences occur as to this text interpretation the preference shall
be given to the Russian variant. Cases not covered by these regulations are
subject to consideration by the Organizing Committee in the spirit of justice
and good sense. The participation in "Krok" is subject to unconditional
acceptance of the rules and provisions as set forth in these Regulations.
